Building a Sampling Frame from Multi-Site Asset Registers
Multi-site groups often keep asset registers that disagree on naming, depreciation start dates, and partial disposals. An audit plan that ignores those mismatches will sample phantom assets or miss additions sitting in clearing accounts.
Reconcile additions, not the full book
For planning, focus on the period’s additions and significant improvements. Full historical registers matter for existence testing later; they slow planning if you try to perfect them first.
Align site codes with cost centers
Facilities may label a plant “South Line 2” while finance posts to a numeric cost center. Build a crosswalk once and keep it with the population file. Every later clarification call will reference it.
Flag assets still in construction-in-progress
CIP balances that convert mid-period create double-count risk if both the CIP movement and the capitalized asset enter the sample frame. Decide the cut-off rule in the planning memo and stick to it.
